Sponsors of legislation to boost Women-Owned Small Business (WOSB) contracts at the Veterans Affairs Dept. point to the VA’s low percentage of such contracts as a problem to be addressed. The VA awarded only 2.58% to WOSBs in fiscal 2023.
To sum up the results, 17 of the top 24 federal agencies exceeded the
5% government-wide goal for WOSB procurement.  However, several of the agencies
with the largest dollar value of WOSB awards–including DOD, DOE, NASA
and the VA–did not meet the WOSB goal. The government, as a whole,
has met the WOSB goal only twice in recent years, in 2015 and 2019.

In fiscal 2023, WOSB prime contract awards totaled $30.9 billion, which was
4.91% of the governmentwide total of eligible awards, according to the SBA.
In fiscal 2022, total WOSB prime awards added up to $28.1 billion, which was 4.57% of total eligible awards.
