Provisional billing rates (PBRs) establish the billing rates applied during contract performance and serve as the cornerstone for interim cost recovery, yet the process of establishing, submitting, monitoring, and updating them can be overlooked. Additionally, PBRs are the cornerstone for making changes to your indirect rate structure to improve the allocation of indirect rates to final cost objectives.
