Government contracting is a competitive environment. Competition is required as a cost savings component – great for the government, but challenging for industry profit margins. Solicitation set-asides limit the bidding pool, which is great for companies that meet the set-aside parameters but are still competitive. The ideal opportunity must then be the elusive sole source award – no competition needed! Sounds great on paper, but how does this happen?
